City Manager Mary Suhm has issued a memo explaining all the curious credit card receipts that Allen Gwinn found. Like the $3,222 spent at Petco? Yeah, that was for Dallas Zoo supplies. Frozen chicks and whatnot to feed the snakes. The hotel expenses? Explained. The water park expenses? Also explained.
