I find it hard to play the invention of laws off as a sincere mistake. Maybe a cruel joke by his Training Officer at best case.

so how did a non-English speaking driver get a valid drivers license? don’t you also have to be able to read English to take the test?

Peterk, I believe you can take the driving test in Spanish. But not in braille.
