Leading Off

1. Tom Leppert has some ideas about how he can help DISD, but he doesn’t want to overload us or anything. He’s gonna roll out one a month or so, and the first one will most likely involve “reading.” So there.

2. Communication issues at DFW Airport have caused delays and, according to some reports, a shutdown. Most travelers won’t notice the difference.

3. Richardson officials, who apparently like to read Paul Kix stories, are considering restrictions on payday lenders.

On the Richardson payday-lending story: Mr. Murphy might want to consider letting the borrowers themselves–not the city government–decide whether they’re being “preyed” upon. It’s called free enterprise.

I’m certainly in favor of our mayor’s interest in helping our students find summer jobs. I want to remind everyone that many students already work year-round which takes them away from our schools.

A “win-win” regarding jobs for students is to create work-study jobs on their own or a nearby campus. If grocers hire baggers at the age of 14, our kids could begin work during middle school. By adding one or two class periods to the school day (flex time for teachers), students could work during any class period plus before and after school and still take a full class schedule.

Right now, our many students who must work during the school year, miss out on participation in extra-curricular activities and, more importantly, tutoring programs – two proven components that keep them in school.

The financial gain to the district could be huge since the student jobs would be at a presumably lower pay rate and not carry the benefits burden. I would advocate transferring that savings into hiring more students to catch up on the huge maintenance backlog. Although they aren’t certified plumbers, they can certainly sweep, clean, paint, mow, cook, catalog books, file, copy, repair computers and more!

Dallas ISD should take this further and give our students practical experience with the financial benefit they need.

The fact that DMN will find and write about the few who would abuse the opportunity, it shouldn’t keep us from trying something new that could largely be very successful.

  • Ban PayDay Lenders

I used to be an analyst in a corporate office of a national payday lender. Sure it’s free enterprise, and it provides a service to a niche market where other alternatives aren’t readily available (just like the drug trade or prostitution).

However, these companies know how hard it is for one of their customers to get out of the payday lending trap. Technically, these “loans” are supposed to satisfy short-term needs but when they are rolled over time after time, it becomes a long-term problem.

Some states have a registry that links all lenders together. Therefore, the customer cannot have loans out with multiple lenders. One way to prove the PDL’s aren’t predatory is to have a “cooling off” period of 2 weeks. That is, once you repay your loan, you must wait 2 more weeks before you can take out another loan. Measures like that are needed to stop the vicious cycle of pay-day lending.

Payday lenders have also made a fortune by targeting our military men and women. One of the highest concentrations of payday lending stores was around our military bases.
