The overcrowding problem may be real, but so is the incentive problem. As
things stand now, there’s no reason to even report a break-in–I know I
didn’t–and the police don’t care. Why should they? (Judging from their
behavior when my house was broken into, I’m not sure they care about house
break-ins either.) So nobody ever gets to a third offense, because nobody
ever gets arrested for the first one. Having your car broken into is not a
trivial event. Aside from the substantial cost of repairs, it’s invasive and
scary. But, hey, I guess the moral is not to live in Dallas unless you don’t
mind crime.As for overcrowding, I’m sure there are some drug offenders who could be let
out to make room for people with actual victims. And, of course, there’s
always the option of building more prisons.
